The building seems to be modeled on ‘Pécsi magasház’, Hungary.

cheers! 🙂
The film is based on the main building of one of the universities of Budapest (Semmelweis), not on “Pécsi magasház”. The existing building is a twenty-something storey block, you can see the slightly different texture where the virtual addition begins, just above the lamppost in minute 3:05. Anyway, the idea and the work, specially the lighting is remarkable. Bravo solidfill.
